Lots of incomming LIVE video and audio streams which a user can scan and then connect to one selected stream via the web.

You asked for turn-key solution. Well, it exists but is REALLY EXPENSIVE:

But it works. You don't have to know nothing to use it. At all.
If you are tech savy or can pay for the installation, I would go for a set of multiple Osprey 440x capture cards installed in an Intel server. Look for the ones that have PCI-X 64 bits (Not PCI Express) ports in the Motherboard).
This capture card accept 4 simultaneous Audio/Video sources.
And you can put 3 in a motherboard, so 12 sources for server, not bad at all.
(You can go even lower, but I dont recommend it, using Hauppauge USB capture cards, like 6 for each server.)
Now, buy lots of RAM, put dual or quad processors, this encoding scheme is really a heavy duty thing.

There is another way:
You can buy ethernet webcams, and feed a Windows Media Server with the streams originated by the ethernet cams.
This way you will have the cheaper way to make a multi-location streaming station, it doesn't even care for where are the actresses are, because they can send the stream from their own places.
Sorry for not thinking in this simple way before, I hope you read this other solution, because is really economic way of doing things!

I don`t know any turn-key solution but if you will develop this site in PHP (php.net) - I would recommend to use ffmpeg + php ffmpeg extension + FLV (flash video) as codec/container for streaming video.
