Fieldset problem in IE

I have two columns side by side with legends on a JSP page.

The layout is like the following.

In Mozilla the display is proper. But in IE there are two more fieldset boxes that are appearing out of no where.

If I comment the outer boxes with legends mentioned on them, these extra boxes also vanish. But Im not getting what this bus is and if there is some fix for it?
