Refresh problem: all of a sudden log-in page requires refresh in IE

I have a working non-profit website. It's been working just fine and no changes have been made in the last month or so but starting about a week ago users reported getting a blank screen when they logged in from the home page. This only applies to IE (most have ver 6 or greater). Even though the screen shows blank, the url address indicates that they are at the log-in page. If you hit refresh - then the login page appears. Also - it appears to be an intermittent problem - once in awhile you don';t get a blank screen - you get the login page without having to refresh. I have NO clue where to beging to solve this. I work on this website to help the non-profit group and am not what I would call an experienced site builder. Below is the code for my login page:
