Who should manage web development?

There is an ongoing discussion at my company about who should be managing our web developer. The web developer is currently being managed by our marketing department and there is a severe lack of communication with IT because of it. I think the web developer should be in IT department since they are more commonly related and most of the projects involve IT. What is your opinion?
