Can anyone tell me how to read local registry with the binary value?

Here is the path for the local registry
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\3

Binary Key = 2200
Data = 0x00000000(0)  -- enable
Data = 0x00000003(3) -- disable
