search engine that looks at the met tags on the web pages

i want to search the net and i seem to remember that there was a search engine that uses the meta tags for its results, or can you force google to look just for the meta tags, as i do a search but get so much rubbish back especially in our socially display every thing google.
so want to cut down the rubish being returned so any idea on the search engine or way to achieve the result, as in "cancer development" to return more pin point pages

i was working on the principle that dont care if google does not use meta better if it does not as fro terms like cancer what spammer would use that term in the meta tags, sex and videos yes but cancer would be a long shot, this was my thinking , just an idea probably incorrect
