Image path inside of CSS using Zend Framework

I managed to create get a basic site working (at last) using Zend Framework.

I have a problem with images within CSS file.  I always have to put full web path for the images like so:
background: #ff9000 url(/project_subdir/public/images/header-right.png) no-repeat top left;

It works, but the problem i have with it, what if project_subdir changes, for example if my web root folder changes or smth. Then i will have to go through all of them and change it.
If $this->baseUrl(); helper is used to determine the url of the public folder in order to load images, css, js and such from within the html view or layout, what is the technique for doing the same in a file that is included in the HTML portions of the application.

I tried to put $this->baseUrl(); in the CSS itself (after changing it to .php and putting up a css header) but it did not work.  I am so new to Zend i don't even know what to look for in the manuals :(
