Redirect TCP and UDP traffic from one IP to another Using changing the port in the process

I am trying to write a program in python that can using socket forward tcp and udp port traffic on through to another ip address on a different port than it received it from .

Example 1)  It maintains a TCP connection between ip address 192.168.1.2  and 192.168.1.4 but the server runs on 192.168.1.3  so it keeps the tcp connection alive between the two.  As well 192.168.1.2 sent it on port 63002 and 192.168.1.4 is looking for it on 63003

Example 1) It forwards UDP traffic on to another I address based on what IP it came from..   So all udp traffic coming from 192.168.1.2:63002  is forwarded on to 192.168.1.4:63003

I have written client servers with python but i have noticed if i grab the data as text like i normally do and try to forward it on it doesnt see it the same way.
