awk or gawk script to extract HTML tables and convert to CSV

I need a shell script that will convert all HTML tables in a file to csv format and disgard any text that is not inside a table.

I have searched high and low, found some bits and peices, but nothing that I know how to make work for me.

I need to call it from a unix shell script. For an example of what I am trying to do, you can look at the source code of this URL: http://wp.netscape.com/assist/net_sites/table_sample.html
The first table to strip out would be:Start Free Trial

		<TD>A</TD> <TD>B</TD> <TD>C</TD>

which I need to convert to:
A ,B ,C
D ,E ,F
(having to substitute actual commas for something)
or
"A","B","C"
"D","E","F"
(having to substitute actual double quotes for something)
