If you search for terms that are on the site, such as "Center for American Heritage Studies" in quotes, two links show up that reference our site, but the site itself doesn't show up as a link. The site has been up for over a year. It appears like Google is not seeing our site. Is there anything we could be doing that would prevent Google from viewing our site? If so, can you recommend how we could fix and test it? Thank you.

The phrase "2nd Annual Heritage Conference" still does not return your site when searched, but I see 11,000 "hits" when using the single keyword "heritage" and showing results only from " site:psu.edu".
My only other guess is if your site (as specified above) HTTP://www.heritage.psu.ed
Anytime = 11,000 indexed pages of content
Past 6 months = 707 pages
Past 1 month = 20 pages
Past week = 8 pages (including ...collegian.psu.edu, live.psu.edu, meeting.psu.edu and ...ga.psu.edu)
You could try identifying the webmaster of one or more of these other pages and ask whether they have done anything special to allow the content to be indexed.
I checked the "route" to the site using a publicly available (free) "tracert" tool at www.network-tools.com and this is the result:

Because the trace only gets as far as "192.x.x.x" this makes me think at least certain TYPES of inbound traffic are being actively blocked at the device named "...-nlr" (which might be an abbreviation for something like 'network load redirect' (redirector)) and so this *might* also have something to do with your site's googleness.
The heritage site is on the same server as Penn State's College of Education server, which I maintain. There is also another site, edtechsummit.psu.edu, on the same server. Google sees the college site, www.ed.psu.edu and edtechsummit.psu.edu site, but does not see the www.heritage.psu.edu site. I sent them a site map yesterday, but the site still doesn't show up.
I submitted a site map to Google. They show the site as verified and sent these results:
HTTP errors (8) These are all due to the directories not allowing directory browsing. These have been changed to allow directory browsing.
Not found (24) These are all links in the current pages that link to other local pages that no longer exist. I have asked that these be fixed.
It also says: "No pages from your site are currently included in Google's index. Indexing can take time"
I had sent a site map and they have verified the site.
According to Google, there are no pages that link to this site.
Today, it looks like it is finally indexed. Here is what I did:
1. Verified the site by putting Google's verify file (they generate one for each site) on the site
2. Created a site map using Google's python tool. You have to install Python for this to work, but it's free and I already had it anyway.
3. Check using Google's free webmaster tools to see that the site is verified and that they see the site map.
4. Wait until they index it. This may take several weeks. This site has no links to it from external sites so that may be the reason it took so long. I also checked its page rank which is 0/10.

Have you tried registering your site with the google webmaster tools :

This should help to make sure that it appears correctly (and help tell you why it isn't)
