how to convert a large MP4 video file into a smaller file playable in Flash Media Player?

Hi. A client has sent me a large (250MB) video file in MP4 format. I would like to set up this video on his web site, preferably in Flash format, so that web visitors can use the useful Flash media player interface.

Currently I am tinkering with this file in the Flash CS3 application. I'm not having a lot of success. My goal is to create a small SWF file that people can view on a web site in Flash player.

Can anybody give me some ideas, in Flash CS3, to get this big MP4 file into SWF format?
