ADDT/InterAKT included in Dreamweaver CS4?

I'm doing research on web applications and I found a lot of comments (here, and elsewhere) about InterAKT Kollection, which became Adobe Dreamweaver Developer Tools, which Adobe stopped offering back in April.  On their press release it says
"Existing customers are encouraged to consider the development environment of Adobe Dreamweaver CS4 software."

But, from what I can find, the functionality of ADDT is not really included in CS4. At least, they aren't mention on any reviews I could find. Is it worth it to me, as a PHP developer, to upgrade to CS4? Is this wonderful ADDT actually there or was it phased out?
