How to unstick the position(mian toolbar) of the css pop-up window which in go-live 5.0

In Adobe Go-live 5.0, how can I get my pop-up css window from lodging itself just under the main avigation toolbar. How can I grab it and move it down? It is stuck up there and I cannot move it about the page or see what is on the top couple of lines. Hard to know what a style sheet contains if you can't see it.
