application development question

I am looking for a suitable application development framework for the below ERP needs:

- a html developer (who has no knowledge about database) should be able to create a front end pages
- an oracle  programmer (who has  knowledge about database) should be able to fill in database calls information in the front end pages developed above and make it to work dynamically. (for example "Parts Avialability Page", "shopping cart" etc.)
