IXwebHosting had me on an old server with an old control panel system that was obviously causing the issue because they put me on the new control panel system and a new server platform and everything works like a charm! Thanks for your help but this time it was the hosting company's fault. FYI, one IXwebHosting tech told me that I had to upgrade to a Windows hosting plan in order to publish from Expression Web. After being put on the new server, I am still hosting with a Linux plan and it works fine. Don't let anyone "CON" you into a higher priced product when you don't "NEED" it. Shame on that IXwebHosting associate!!!

Hm, that was probably a bit too much to do. Since all of that was done - first go back and make sure you have all patches / updated applied to your system.
Did you check your firewall or AV program to make sure it is allowing access?
Also, do you need FPSE installed? Are you using any components listed at FrontPage Server Extensions and if so, which ones? If you are using any of the FrontPage WebBot Components, you don't need FPSE.
There are also a few things mentioned at FrontPage is Running Slow that still pertain to Expression Web. Make sure you have EW shut down when you are deleting any files (if you can). In the beginning, did you try to clear all the temporary Internet Files / scandisk / defrag?
For others who perhaps read this when doing a search, please don't start removing / uninstalling programs / components just yet. There is a lot of things that we can walk through.
