Server extensions were unable to access the file "frontpg.lck"

When attempting to publish a site within which I've just converted a folder to a web I receive the following error dialog window:

Server error:  The server extensions were unable to access the file "frontpg.lck".  Please check the file permissions.  Contact your Internet service provider or Web server administrator for more information.

Thus far I've attempted the following to resolve the error:
  Altering permissions to the folder
  Deleting the file "frontpg.lck" and "service.lck"
  Deleteing the site and recreating it.
  Removing and reinstalling the server extensions
  Recalculating the server extensions.

Additional information:
  Error only occurs when attempting to publish after converting a folder to a web.  Converting the web back to a folder....or unselecting the "Include subsites" checkbox on the Publishing tab for Remote Web Site properties, eliminates the error window.
  Problem does not occur when publishing other sites containing subsites.

Any assistance in resolving this issue would be greatly appreciated.

SYMPTOMS
When you install the FrontPage Server Extensions to IIS 3.0, Netscape, or WebSite, on a computer running Windows NT, one of the following error messages occurs:
Cannot open "C:\TEMP\FrontPageTempDir\frontpg.lck":no such file or folder
Cannot open file "C:\WINNT\FrontPageTempDir\frontpg.lck"
Cannot open C:\Temp\frontpg.lck or C:\WINNT\frontpg.lck
Note: The drive letter in the error message may vary.

CAUSE
The error occurs because either you do not have a \Temp folder defined in your system environment or the folder has inadequate permissions for FrontPage to write the Frontpg.lck file. If there is a Temp folder variable set for the installation drive, FrontPage uses it and writes the FrontPageTempDir. If there is no Temp folder, FrontPage will then write the FrontPageTempDir to the \WINNT folder. Sometimes this folder is locked and FrontPage cannot write to it.

RESOLUTION
To resolve the problem, do the following: 1. In Windows Explorer, browse to C:\Temp. If the folder does not exist, create it. If your error message refers to a different drive letter, create the \Temp folder on that drive. If the Temp folder exists, but is restricted, set the minimum permissions of Administrators and System Full Control. By default, the folder is set to Everyone Full Control, which is the preferred setting.
2. Check the System settings to make sure the folder is mapped. In Control Panel, double-click the System icon.
3. Click the Environment tab.
4. In the User Variables for account, you should see Temp and Tmp. If you do not see these variables, you will need to add them. In the Variable: box, enter Temp. In the Value: box, enter %SystemDrive%\Temp.
5. In the Variable: box, enter TMP. In the Value: box, enter %SystemDrive%\Temp.
6. Uninstall and reinstall the Server Extensions for the new Temp folder system variables.

Neither of these possible "solutions" worked.  I've already sifted thru TechNet in my attempts to resolve this.

For some funky reason after rerunning the IIS Lockdown Wizard this issue resolved itself.
