It's a custom link bar with a particular theme. I actually figured it out. The text based link bars automatically have no text decoration unless you have your CSS being set by frontpage's themes. You can just write your own CSS file and link it. You have to use Frontpage's themes to affect the "CSS" of frontpage elements. Irritating.
