Microsoft Expression Web 2 install failure - error 1327

After reinstalling Vista due to other issues, I now need to reinstall "Microsoft Expression Web 2". I am installing the trial version since the upgrade version is not available for a week or two. However, the install continues to fail. Office, VWD, etc all install fine, but Expressions Web fails with the following error:
Error: Installation of the "Microsoft Expression Web 2" product has reported the following error: 1327.
I have uninstalled, removed the dir and reinstalled several times. As well as making sure the install is running under admin. I also removed mapped drives since other boards mentioned 1327 errors related to missing drive letters.
