The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. Because of the way the system is set up, the most important variable in this equation is you. Creating Frame without ScrollBar

I have created a webpage using frames.  The code to the webpage is in the code snippet.  What happened is the top page (noted with an "a" in the code ) has a scroll bar for scrolling up/down.   The page (page "a") has too much space at the bottom.  

Since I can't modify page "a", I wanted to please ask how can I modify the frame page to not show the scroll bar for the top frame.   I just need the page to be vertically top centered in the frame (without the vertical scroll bar).
