When you say you uninstalled / reinstalled FPSE, did you go into the Windows control panel & remove the FPSE or did you go into the FPSE admin control panel & remove the FPSE and then attempt to add FPSE to the site?
Since you said you get an error, I have to assume you actually removed the FPSE program, which could be the cause of the problem.
