I need to add Frontpage ( 2002 ?) to office for XP just to re arrange some stuff on a web page. Too busy to learn a new app. Whats the most "cost effective way" of adding frontpage to the office suite ? . Free would be nice but i'm not suggesting anything illegal !

You might want to re-consider using FrontPage (any version). FrontPage Server Extensions are no longer supported by Microsoft and hosting companies are removing them from their servers. Expression Web to its place.
WeBuilder2008 is a pretty easy program to use and I think they have a 30-day free trial period. Usually most WYSIWYG HTML editors are fairly easy to learn.

Strangely enough the isp hosting the web pages have just this week withdrawn support for front page so i don't need to purchase it.
The only question i have now is can Nvu or Visual web developer happily import and edit frontpage produced pages ?

Do you need to use Front Page? There are many free HTML editors avalible. html
You could try: Nvu Web Authoring - http://net2.com/nvu/index.
If you do need Front Page you could get a used copy from Ebay or Amazon
