Front Page Extensions Migration to Windows Server 2008 - Security Issue

I have a client who runs his own web server and recently migrated to Windows Server 2008. One problem he has is Front Page Extensions. He has a form that is written using Front Page that will send him email. It's a basic contact us form with some additional fields. Initially, he had to run that under the administrator account (I know, a big no, no), and he got hacked recently. As a result, he removed running that app as an administrator and now it doesn't work. The page loads, but when you click on the button you get the following error:

"You do not have permission to view this directory or page."

This is so old school, I can't find any good information about it. Any help is greatly appreciated.
