It seems you need to add more permgen space to the app server

When I startin the app server add these jvm parameters -XX:PermSize=256M -XX:MaxPermSize=512M

If you are running  the OC4J from jdeveloper itself there must be some configurations which can be done from JDeveloper itself. If you are starting OC4J from command line you can do it like this

java -XX:PermSize=256M -XX:MaxPermSize=512M -jar oc4j.jar
