director general questions

I am trying to make an interactive website I am new to director I have not gotten into the parts of it yet that require Lingo.

I have been able to go through the tutorials and understand all of the tweening etc...

However say I was going to create a make believe windows desktop using multiple screen shots would it require Lingo and owuld it be very hard to program a windows desktop the acts just like windows where as if you clicked on start the start menu would come up and if you put your cursor on settings it would highlight it and bring up the sub menu then you could put your cursor on the sub menu and be able to select control panel, printers, taskbar ?

so afr the only other way I see of doing this is a whole lot of java or dhtml which these are not viable and are too much of a learning curve.

If you could please describe to me how hard or easy this would be and if it could be done thanks in advance
