Video-on-demand module: creating custom-made videos based on clips

Hello to all gurus !
I am looking for advice on whether, and how, the following idea of "video on demand" is feasible:
I have previously made a (PHP) website where several 1-page PDF documents could be checked, and a single customized PDF containing the required pages was output.
I now would like to develop a module where a visitor could check various options in a scenario (would you like to buy a car 1/new 2/ second-hand, which color etc), and the module would output
a seemingly continuous video where the host presents informations on the options the visitor chose.
If I store on the server the various FLV movies that could enter each custom-made videos, could a Flash ActionScript module create such a customized video for the visitor ? To add to the fun, the soundtrack may need to be variable too, for example to choose the language provided we store all recorded voices.
Could such a module be made in ActionScript and how ? Would Adobe Flex with which I'm not familiar be more appropriate ?
