What are the options to building a video to flv converter INSIDE of a flash site?

hello,

I have a flash site with a flv video galery.  Users can upload their videos to the server.  

----------Is there any way to have the videos that are uploaded by the user automatically converted to a FLV format?  

Another words, I have a video to flv converter program on my desktop, BUT is there a way to have this program built into the flash site so that the videos the user uploads will convert to flv?

Any ideas will be awesome.
