There is a variable in Flash that you can set to enable drop down menus over the top of Flash try setting the following in your object code for the flash movie....
<PARAM NAME="WMode" VALUE="Opaque">

i didn't get whether the dropdown menu is html or flash drop menu
if it's html drop down menu, u can't put it in front of the flash unles u used layers
try inserting a layer and insert the drop down menu into it, u can drap the layer to whatever location u like.
if u meant flash dropdown , so i think u should bring it to the front (ctrl+shift+up)
