show two layers which overlap

is it possible to have 2 layers overlap each other and still have both layers visible?
im creating a website with 2 navigation bars. one horizontal, one vertical. there are 2 layers and both contains a flash navigation bar. both flash buttons pop-up to show sub-menus. the thing is, the layers overlap and one can overlap another at a given time only. i would like to show both at the same time without the overlapping.
is it possible?
