what program you are using to create these buttons, photoshop?
you must be having the option to save the button picture as jpeg, gif or png format
and gif and png images give the option to save the image with transparent background.
if you are still not sure what im talking about, please let me know the program which you are using to create these buttons, i will try to find out a link which can explain the creation of gifs and pngs :)

btw in dreamweaver, from where are you inserting these buttons?
AFAIK, fp has its own interactive buttons, but dreamweaver doesn't :-?
if you mean the "button background" color is always Grey and you want to make it clear (to white color), you may try something like this in your HTML:
<input type="submit" name="Submit" value="Submit" style="background-color:#F
You can do the same if you apply CSS with proper settings into your HTML page.
im sorry, that is not the correct link actually
here is the one about which i was talking >> http://www.tutorialized.co
