DW File UPLOAD: connection gets confused --"Operation Cancelled" and repetitive retries

Dreamweaver, various Versions, Including CS3.

DW seems to get tangled up in the FTP connection to the server when I try to Upload a file, after a short (or long) period of FTP inactivity.

The most expedient productivity work-around I've found is to immediately CANCEL (or "X")  and in the File/Site Panel,  Disconnect (and CANCEL its bookkeeping operation since it's not needed and takes too long), and then  (re) CONNECT (and let it do its bookkeeping, which btw seems overly conservative/cautious).  And then doing the Upload operation again, it always goes right through.

This has been going on for years (different versions of DW have slightly different displays), and time of day (thus internet and/or server loading) doesn't make a difference, and it happens equally when i'm connected to other servers, and when i connect from other locations (other ISPs).  A colleague mentioned this same frustration today, thus the trigger to see what others do about this nuissance.

Thanks,  i've tinkered in the past with both of these (synch & passive), and i'm pretty sure i understand their function/effect and this seems like an FTP handshake type of thing.  As soon as i disconnect and reconnect it does fine.

I forgot to mention that i also use other FTP apps  (CuteFTP, etc.)  and never a problem other than maybe once a week an internet burp which it recovers immediately and continues (CuteFTP is good about this)

There's only so much you can do with ftp commands, I wonder what simple tweak has the rather pretensious term "Use FTP Performance Optimization" coined for it. No, it is something else.  The pasv vs. normal is the "Use Passive FTP" toggle.
Over the past weeks i've been trying various combinations of FTP Optimization and also other parameters.
No improvement.
Note that i must use Passive  for anything to work at all.
The timeout problem happens on average about one in 20 uploads.
It's particularly noticeable with debugging PHP & DB apps, where i do several uploads, and then ponder/edit/debug for a short while and then upload again. It's most prevalent after a pause like this.
During the periods of DW being stuck, i have repeatedly confirmed that CuteFTP (for instance) has unhindered upload performance, ping is snappy, and i also have a trivial PHP script that handshakes to make sure the connection is alive every 5 seconds.   Thus this would seem to narrow it down that DW is the only one having a problem.  Once  DISCONNECT, (RE)CONNECT  it's lightning fast for the upload (until the next situation).
There are known, albeit rare, instances when the DW FTP engine just won't work with the remote server.

If you are positive that no security software or device is blocking DW FTP and a reinstall doesn't fix it, I have no further advice.
Unfortunately, this happens to a colleague of mine also (different ISP, different server)(and i told him about the CANCEL -  DISCONNECT - CANCEL (RE)CONNECT sequence to at least speed up resetting DW for a clear connection and he was very grateful) , and this has happened at least in the last few versions of DW, plus i do not have any firewall or anti-virus SW installed (only what is built in to XP and my cable modem).  I'm told that the server I use doesn't have anything to do with this problem, and it happens on other servers.

And also recently i completely reinstalled XP Pro (and all apps)  from a clean disk, no change.

it was worth a try to see if someone might know some trick that avoids DW's too-carefulness about handshaking with the server such that it gets its underwear in knots...

but i certainly appreciate all the suggestions...
For what it's worth, I never had issues with DW FTP and have used it since version 3.
