Pop up or rollover image in Dreamweaver or Flash

I am creating a page in which I will have multiple swf files running on the page at the same time. There will probably be about 8 per page. What I want is for a popup/rollover (I'm not sure which it would technically be) image to appear in a pop-up window when the user clicked on the swf file. I DON'T want a brand new browser to pop up, just a window with the models pic in it. Each pic and each swf file is 200 x 285 pixels. The pop up is a static picture (if it can be another swf file it would be good to have that knowledge but I don't want to confuse myself if it's too complicated). Also can a link can be embedded in the pop up picture, and if so how is that done? I am using swf files because that's what I have used in the past, I am however open to other file types. Please leave explicit instructions w/o skipping steps as my knowledge of these programs is remedial. Thanks.

Dreamweaver MX
Flash MX
I believe I also have Fireworks but I have zero experience using it
Photoshop/Paintshop/Premiere/Pagemaker (pretty well versed on these)
