Unfortunately the answer above is for Exchange 2003, which is what you get when you put something in to Google without reading the entire question.
The setting is actually in Org Config, Hub Transport, Global Settings. Right click on Transport Settings and choose Properties.
However I believe the default is 5000, so the error may not be generated by Exchange.
If you are sending more than 5000 messages then you need to look at something else to send the email because Exchange is a very poor bulk emailing tool and you are likely to get blacklisted for spamming.

Do you know what you have your max recipients set to?
Protocols\SMTP\Default SMTP Virtual Server Properties, Messages tab.
