This is the first question that came up when I searched for the error message 'cannot start microsoft outlook. cannot open the outlook window', as such i'll assume others may land here as well. After completing a backup of the machine I ran the following run command which resolved the problem: 'Outlook.exe /resetnavpane'.
-Press the Windows key + 'R' to open the Run prompt.
-Enter "Outlook.exe /resetnavpane" (without the quotes).
-Choose 'OK' or just hit the Enter key.
-If successful Outlook should open on its own, note that you may have to modify your navigation pane and reading pane settings (go to the menu item 'View' then select 'Navigation Pane' or 'Reading Pane' as appropriate)
Other related answered questions on EE point to creating a new mail profile, running Outlook's scanPST tool, etc. It seems hit or miss, thankfully the quick run command resolved it in my case.

Do you get any error message when trying to open this? Have you tried uninstalling and re-installing office/outlook 2007?
