If you cannot even create a new profile (which will find the proper folder for you), then perhaps Outlook itself is having a problem. Consider either an Office Repair using Word or Excel to get to that functoin, or, uninstalling and reinstalling Office. I think you are looking at the wrong folder. Outlook has two folders under Documents and Settings, in order to see all of them you have to make sure that your computer shows all hidden and system files:
One is under Application Data -> Microsoft -> Outlook
The other one is under Local Settings -> Application Data -> Microsoft -> Outlook
One stores the NK2 and other smaller files and the other one stores the OST and PST files. Try looking into both folders, and make sure you find them both
