Receiving error in Visual Studio 6 when trying to open file

We have 4 users that are receiving this message in Visual Studio 6.  They are trying to load a file and this pops up immediately.   They receive an error that says "Development Environment has encountered a problem and needs to close.  We are sorry for the inconvenience."  We then clicked to see what the data report contained and receive an Error Signature: Devenv.exe  App ver 6.1.81.67 Modname htmed.dll Modver 6.0.0.8167 Offset 0001462e.



This issue started back in August and has been a problem ever since. We have tried windows updates, uninstalling and reinstalling Visual Studio, and updating Visual Studio service packs.  If there is any other suggestions or fixes we could try please let us know.
