How to create outline on google map?

How to Create Draw lines in Google Map API?

I am creating a google map using Google Map API and not created in the My Maps section of maps.google.com and I would like to mark a place by drawing lines around the place then create a balloon marker to show what that place is.

I am aware that drawing lines is possible using Google Map KML and Google Maps done in My Maps. But what about in Google Maps API? Is it possible? If so, how? Can anyone direct me to a link that shows how to do it.
