Apply CHMOD permissions to a folder that is being hosted by a Windows 2003 server running Apache 5.0

I am trying to install a new web based application that requires PHP, apache and MYSQL. I have a brand new Windows Server 2003 that is already running all these requirements and is ready for the installation.
All pre requisets are ok exept that there is a configuration folder that requires to have CHMOD permissions to 777. I went ahead and tried changing the permisions via FTP but I found out that CHMOD does not work with Windows OS. When I run the installation wizard everything works fine up to the point where it is going to start creating the tables on the db and needs to write to the config files. I have looked everywhere and have not been able to solve this issue. I also created a local user on my windows server and assined it to the apache service so it could login with that local user. I gave that user full control to the folder where the config files exist and then restarted the apache server service and ran the web wizard but it gave me same error. At this point I really do not know what else to try.
