Sending emails or notifications to the users who have downloaded a facebook application

Hi All,
I have inherited a facebook app from another developer. Relatively new to facebook programming. The app is built in Coldfusion 6. I do understand the general principles about the facebook programming

We would like to send an email or notification to all the users who have downloaded our application.

Is there a facebook feature that will send an email to all the users? Something similar to "Send An Update to Fans"? I assumed wrongly that Fans = Users who developed apps.

If there is no such feature available, how do I go about sending a notification?

Any help/leads would be greatly appreciated.
