So there is no specific code to write if you use Visual studio as the following screenshots show it.
On the other hand, if you want to do it manually , it is only an inheritance issue. So if your project is named MyProject and you designed a Winform named Form1, just create a Form2 Winform and change the definition into the Form2.cs to turn "public partial class Form2 : Form" into "public partial class Form2 : MyProject.Form1". And then delete evrything into the Form2.designer.cs to replace as following:

You can inherite your winforms from a base winforms.
Design the base form to provide the "master" layout, then use Project + Add New Item + Inherited Form
