I would suggest outsourcing it to a reliable and experienced developer or firm if you can afford it. Doing it right the first time might cost more but in the long run you'll often save $ and aggravation. Whether you use elance.com, odesk.com, etc... make sure you review their portfolio, qualification and experience. Depending on the scope of your project it might cost from a few hundred to a few thousand dollars. I know this is a wide range, but it really depends on the scope, the team, the quality, features, etc... Hope this helps! :)

It sounds like the biggest challenge is locating or creating a food + serving size = calories database. If you have that, the rest is a fairly simple development job for a competent programmer.
