The only reliable way is to change your analytics filter every time your IP address changes - or to get a static IP. Most providers only change your IP every time your modem reboots.
You could filter out all of deutsche telekom's IP address space, but then you wouldn't know if other deutsche telekom customers visited your site.
The format for blocking an IP address in a google filter is a front slash "/" in between each group of numbers (after the periods ".") example:
12\.34\.56\.178
I personally think it is worth getting a static IP address, if you can.
