insert image into email with ASP

I am trying to send a generic email with an image inserted in the body of it, but am not able to figure it out. I am using CDONTS to create the message.

Here is the code:

I am getting the following error message:

error '80070002'
The system cannot find the file specified.

... I am sure that the spelling of the path is correct.  Is there some settings in IIS that would prevent me from sending the attachment?
