I recently downloaded and installed PHPBB and it works like a charm, with almost no fooling around required to install.<br />
I'm a pretty good ASP programmer, with no experience with PHP -- you don't need any! It takes care of itself, with a decent admin console.<br />

Software to create a Forum

Active Server Pages (ASP) is Microsoft’s first server-side engine for dynamic web pages.
