The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Explanation of Code Needed

I have inherited code from another programmer.  He uses include files and I need some clarification on what he's doing.  

In the beginning of the code, he's including this code:

'***********************************************************************************
  Set oConn = Server.CreateObject("ADODB.Connection")
  oConn.Mode = adModeRead
  oConn.Open strDBConnection
  Err.Number = 0
%>

However, when he calls the #include statement, there are only single quotation marks around the file name, as in his comments in the above code.  I was taught that these had to be double quotes or the file isn't included.  What's the case with the quotes?  Do single quotes still call the file?

What confuses me further is that later in the code he has this line:

Set oRs = CreateObject("ADODB.RecordSet")

Why is he creating another object if one was created in the #included file?

Then to top off the confusion, he has this line:

oRs.Open strSQL, oConn,adOpenKeyset,adLockReadOnly, adCmdText

which refers back to the #included file.

I'm kind of new to this language and haven't had the advanced training course yet.  Are these coding practices out of the ordinary, or do I just need more training?
