I know sintaxis is bad, bud I try explain myself...
if a = < 20 then b= 0
if a = > 20 and =< 40 then b = 5
if a => 40 then then b = 17

Not quite sure if these work in ASP, but they work in VB...
If a <= 20
b=0
elseif a <= 40
b = 5
else
b = 17
end if
or
Select Case a
Case <= 20
b=0
Case >= 20 AND <= 40
b=5
Case Else
b=17
end select
