ASP vbscript form validation for International user input

I have a web site with ASP pages developed using Dreamweaver, containing this header: <meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">

Until now I've been blissfully unaware (read "head in the sand") of issues surrounding International use of the website. All content is displayed in English but now we have users coming online from non-US sites, first up, Mexico. (The users apparantly have no trouble displaying the pages.)

My problem is that non-US users are entering data into the page forms and my VBscript form validation function is not trapping invalid characters. The effending characters, most significantly the single quote, slip through my defenses and we run into problems further down the line with other programs that use the data.
