Why does the timeout make this function work and breaks it at the same time....

With this function I can limit the number before and after a decimal number: however, if I leave the timeout function the numbers are limited depending on the parameters, but if I comment it out, they no longer are, but I can delete the number by tabbing which I cannot do if I leave the timeout there....
So no matter what I do, this function does not work properly...it's called from onkeypress

like this:
