Outlook appointments through ASP

Greetings Experts!
I am attempting to allow my users to add an event to their calendar from a web-page. Here are the requirments I have:
Each event is an ALL DAY event
I only have three basic parameters -
     1) The event DATE
     2) The event SUBJECT
     3) The event DESCRIPTION/NOTES

My network administrators have BLOCKED the use of iCalendars altogether....so providing a .ics / .vcs file to download or to attach to an e-mail is not an option. Which leads me to my next question.... is it possible to create/mimmick an appointment request that is sent from outlook itself and do so through ASP? We are in an exchange environment if that helps.

Thank You.... however this solution is not appropriate for our environment. If possible, I am looking to emulate a calendar invite typically sent fron Outlook to request another individual to participate in a meeting.

based on possible solutions, I will assume this is not possible. I will wait a couple days and close question. Thanks
