CSS positioning and making the footer be at the bottom of the page not screen

If you visit the site www.lgzo.com/test you will see a mock up of a page where the footer fits nicely at the bottom of the page since there is lots of text in the body of the page. Now if you go to http://www.lgzo.com/test/test2.html, since there is little text, the footer is in the middle of the page. Simply setting the footer absolutely a few pixels from the bottom does not work because the footer is placed at the bottom of the SCREEN NOT THE PAGE. How can I get this footer to appear at the bottom of the SCREEN in the event there is little text (aka the PAGE fits in the SCREEN) and at the bottom of the PAGE when there is more text (more than one screen's worth)? Lastly, if you view these pages in IE (I am testing in Firefox) you will notice that the footer is slightly shifted vertically. Do you know what setting should be reset so these pages are as close as possible when viewed by Firefox and IE?
As a matter of fact, does anyone have a list of settings that should be set so pages look as close as possible in Firefox as compared to IE? Thank you.
