I've seen this in my sites before. The reason is usually due to position:relative or setting the width on a floating div.
See how the removing the position:relative clears up the "healthcare info" title:
#secsidebar {background:#eee; width:180px; float: right;}
instead of
#secsidebar {background:#eee; position: relative; width:180px; float: right;}
Follow the same rules elsewhere and you should be ok!

I have an explanation for it on one of my article page. It is a bug in the IE cache manager, and there is nothing yu can do programatically to solve it. It drove me nuts on this page which includes the workarounds:
